Learn about becoming a foster parent

The Therapeutic Foster Care (TFC) program provides foster care for nearly 100 children from infants through 18 years old.  TFC provides traditional foster care as well as Level 1 and Level 3 therapeutic foster care.  Additionally the program will soon provide Multidimensional Treatment Foster Care for youth at high risk.

TFC works with approximately 70 foster families which ensures appropriate matches between the skills and characteristics of foster parents with the needs of foster children more often.  Every effort is made by experienced TFC staff members to ensure that children referred to the program get exactly the home they need.

All TFC foster children eight years and older are assessed using the Ansell Casey Life Skills Assessment and follow a plan for the development of age appropriate life skills. Lighthouse foster parents and social workers use a number of curricula including Ready, Set, Fly to ensure that foster children experience critical life enhancing opportunities often lost to children in out of home care.

TFC is part of the Lighthouse continuum of care and as such full community based mental health services are available to all children including diagnostic assessment, pharmacological management, community psychiatric and support treatment and behavioral health counseling and therapy.  Lighthouse foster children currently in 6th through 12th grades are eligible to attend the Lighthouse Community School. As children move out of foster care – to group care, independent living or return to their families they may continue to participate in these services.

Lighthouse foster parents experience a unique system of supports and training. Operating in teams they have access to 24 hour a day emergency assistance, regular respite care and the camaraderie of other foster parents.  Lighthouse foster parents consistently report their experiences as positive and, while sometimes challenging, well worth the time and energy they invest in the children they care for.

Lighthouse Youth Services is proud to be able to replicate the Blueprints for Violence Reduction model program, Multidimensional Treatment Foster Care (MTFC).  Developed by the Oregon Social Learning Center, MTFC has been demonstrated by an extensive body of scientific evidence to be one of the most effective interventions available in the treatment of young people who are at significant risk of delinquent behavior, mental health disorders and substance abuse. Lighthouse TFC is now accepting referrals for MTFC.

TFC accepts referrals for all level of foster care from HCJFS, Hamilton Choices and surrounding counties.  TFC accepts emergency referrals.  All referrals including emergency referrals may be made by calling 513-487-6712.

The Independent Living Program (ILP) provides supervised apartment living for youth who are aging out of foster care or group home services without having suitable or appropriate living arrangements. The program offers an opportunity for youth to live on their own in a program setting that guides and supports them as they grow toward independence.

ILP offers both shared living arrangements – independent apartments in a building with an onsite house manager - and scattered site apartments located throughout the city and surrounding communities.  Participants in the program are expected to continue their education, work or carry out active community service and strive to master essential life skills.

ILP is part of the Lighthouse continuum of care and as such full community based mental health services are available to all youth including diagnostic assessment, pharmacological management, community psychiatric and support treatment and behavioral health counseling and therapy.  Youth in ILP currently in 6th through 12th grades are eligible to attend the Lighthouse Community School. Youth entering ILP from other Lighthouse programs such as foster care or group care continue to receive services from the agency continuum that they were previously enrolled in – thus avoiding the disruption of services so often experienced when placement change occurs.

All participants in ILP must be in the custody of a child welfare agency or the Ohio Department of Youth Services.  This program is not open to the general public.

Emancipated Youth Program

The Emancipated Youth Program (EYP) provides supervised apartment living and aftercare services for youth 18 and over who have been discharged from Hamilton County Job and Family Services (HCJFS) custody.  EYP is a cooperative program with the HCJFS Aftercare Department. All referrals are made through the HCJFS Aftercare Department.

Admission Criteria:
1) 18 -21 years old
2) Male or Female, including pregnant or parenting youth
3) Previously discharged from HCJFS commitment

Transitional Youth Program

The Transitional Youth Program (TYP) provides supervised apartment living for youth with mental health issues who are in need of adult case management services.  This program is provided in partnership with Greater Cincinnati Behavioral Health which provides all case management services to TYP participants. All referrals to this program are made through the Hamilton County Mental Health Access Point (MHAP).

Admission Criteria:
1) 16-21 years old
2) Male or Female, including pregnant or parenting youth
3) Must have current qualifying mental health diagnosis
